Limitation in the game
Though in reality this is an interesting and even important item, we do not look at liquidity in the game. So the hotel has no liquidity problems and you can pay for almost all expenses you plan. The trick is to make net profit. You can even do some additional investments as a decisions: this will bring extra depreciations but no problem to the liquidity.
